Probably means he joins all well wishers in saying 'Happy Birthday'.
Or it means he's happy to be a part of. . . well anything actually. You decide. Bet you never thought you'd be getting a Russian painter for your birthday, huh?
So since he's here, might as well give him a shot of vodka and some chips & dip and ask him to wait for the others to arrive. He's come a long way.
