both have been requested in the past;

the selection tool might arrive faster, however it is not a high priority feature (see here)

the code for stencil tool didn't translate well on mobile in the past - this might be resolved now, but since Hannah has left the team several years ago, it would be hard to clarify this.
you might get in touch with the team directly through support form on the artrage website, but I would say that both desktop and mobile apps are updated on a regular schedule. it's possible that the next mobile update will implement what you're looking for.
