When I move the Layers palette (or any other palette), an arrow icon appears on the right border of the screen (and on the left). What does this mean and how do I use it?

The arrows indicate 'docking mode'. You can arrange your panels in 'docking mode' by dragging them to the arrows on the sides of the canvas - they will then 'dock' in whichever arrangement you choose.
