Hello MervB and welcome to the ArtRage forums
ARV has two UI modes; Classic or Docking Mode which was introduced in AR5.
In Docking Mode all panels can be Docked either on the Right, Left or both sides of the screen, in any order you want them.
To change from one Mode to the other; in the Menubar go to View > Interface Mode > then click which mode you want.
If you want a Dark UI, that too can be set there by clicking the Lights Out option.

    Dho!
I’ve just noticed MervB that you asked this about the Android version! Sorry!
I don’t have the Android version so just go ahead and ignore me!
Maybe someone here who dose have the Android version will step in now with the right answer for you.

I have Android versions of AR6 and ARV and I don't see any way to move the list of tools. You can hide them by clicking on the pod below the strip of tools. The toolbar can be moved from the top to the bottom of the canvas.

    Is this what you have?

    June.

Oh God of homeless things, look down
And try to ease the way
Of all the little weary paws
    That walk the world
    today.
