[ solved ] Selection prevents painting ?

strange behavior occurs now. i pressed once on a layer the [CTRL] key. this show me 1 line around the painted layer. but i have no idea how to switch it off?

and then i always have this message:

painting no longer possible

To deselect; Make sure the offending layer is selected and go to; Edit > Deselect All or use key combo cmd+D or for Windows ctrl+D
