Is there a place anywhere to find old and new “arpacks” with working links?

Normally that would be the Art Supplies section.

I'm starting to collect a few on the website, but so far they're mostly just staff created resources (both for time and for 'it's rude to go upload other people's stuff' reasons). If there's a particular one in the Art Supplies forum you want with a dead link, ask after it in the thread and either the original artist may update it, or someone may be able to help you find it (there are also a lot of arpacks uploaded elsewhere as well as shared via the forum).
