crayon tool

I was watching a tutorial by someonesane about how he created the background for his lightning tutorial.
He uses the crayon tool and I'll be darned if I can find it.
I s it in an arpack or something?
Looks like a very fun and useful tool.

In AR4.5 it's called Pastel - the Wax setting is what was previously Crayon.
