Ah, I see you are a fan of the talented Mr Oliver Jeffers!
Oliver Jeffers works with many different mediums so it's entirely possible these images of his have been made using more than one. But something water based or oil do seem likely candidates.
The last two images by Thibault Prugne again could be water based but I'm not too familiar with his work.
With skill, a little time and some experimenting ArtRage could be used to produce a similar look.

Hi Daniel, watercolours for the washes and maybe gouache for the white highlights would work for these paintings, along with some pen and ink for dark details... have a go yourself, it could be funLx PS. It could be acrylic washes followed by thicker opaque paint on top
