I need help with this Mothers Day gift!

Hi. So, I imported a photo into a layer at 100% opaque. I'm putting blue paint into another layer (80%) so as to color her dress. I can not see the paint when both layers are open. I tried the merge feature and that's not happening either. I noticed I can import a tracing image and convert it to paint but don't see that for layers. Is this my problem?

Is that new painted dress layer on the very top?

I believe it's on the top. It doesn't seem to matter. This is distressing as I was hoping to color the entire photo and I don't seem about to make it happen. I also tried working directly onto the the photo-layer and it won't let me do that either. Sorry for the delayed response--the email notification feature doesn't seem to work.

There's something about using a photo as a layer I think.

Edit again: OMG you're right! Thank you! I guess I keep making sure the layers are on top each time. Hope merging works when done.
