Oswald Cobblepot aka The Penguin
Has a wonderful, graphic novel panel feel. It's graphically interesting and you make no bones about it being hand drawn, like a celebration of line and pattern. And the composition is quite striking.
Particularly because of the umbrella as a strong graphic element, your drawing reminds me a little of the artist Edward Gorey. You may like his stuff. It's off the wall and gothic in a way and got to be a bit more formal within his vision, but I like yours quite a bit because of the character you got into it.
As to the Batman series, they really went dark with it, didn't they. Your picture definitely paints a different picture than the old TV series from the 1960s where the Penguin was a silly, rotund little clownish character. Yours has more of a predatory feel.
