    Where exactly is the "flatten layer" option in 4.5.3?

    The only way I can flatten a single layer is to Goto: Edit>Add Noise and click OK.

    There must be another way to do this or a hot key.

    I often have a sticker sprayed layer that I need to apply a palette knife to. It always reminds me to flatten the layer to apply the tool.

    You'll find the Flatten Sticker to Paint option on the layer menu, for the sticker and text layers (see screen shot below).

    If I might also add, "Text" layers too can be flattened to paint in much the same way.
