What is the purpose of the "Add Noise" filter?

Hi all, what is the true purpose of this filter? It sort of does/sort of does not work to replicate pointillism. So, there must be another more basic reason for it.

I'm not sure what the original intentions for it had been (in ArtRage or other software programs, such as Photoshop), but I've used it for matching pixelation texture in photo editing and for pseudo screen distortions (such as adding noise to a broken computer screen in a comic).

I also use it for adding texture - especially in watercolours.

Oh God of homeless things, look down
And try to ease the way
Of all the little weary paws
    That walk the world
    today.
