Is it possible for ArtRage4 to have a floating "rack" of favorite brush

Is there a way to have a floating "rack" of favorite brushes and in particular multiples of the same brush with different settings? How do I enable it?

That sounds like you're looking for the Toolbox

This is a floating panel that lets you collect a list of shortcuts for easy access while you paint.

You can add existing tool presets by right clicking on them in the Presets panel and choosing 'Add to Toolbox'

For new, different tool settings, you can create different presets and choose the 'Add to Toolbox' option to have it automatically pinned in the Workbench view, and found in the Toolbox.

You can also add a whole range of other things, like layers and colour samples. To learn more about how the Toolbox works, there are a couple of tutorials here to get you started:
