    Paste Reference

Exactly what it says on the tin:

Press CTRL+Shift+V to paste the current image stored in the clipboard as a reference image.

Yes, definitely. Sometimes, when surfing the www or browsing through photo galleries there is a "ooh i so want to draw this" feeling, and ability to quickly copy/paste the reference into Artrage would greatly streamline the process

If you left click and drag the image from the browser and drop it over the canvas area of ArtRage, the program will open a window asking how you'd like to import the image. You'll have the following options:
    Import to New File
    Import to Layer
    Create Tracing Image
    Create Reference Image
Nothing is easy to the unwilling.
