Sorry to hear you're having such a rotten time of it. When the youngsters come to wrap your legs could you not get them to look at your computer? Usually something software is the problem. (Not always).
Have you checked if there's an update to your pen's drivers? You may need to just download and install the update. If it's software compatibility and it's Microsoft, lots of people have been down this road ahead of you and got it sorted. And all you have to do, hopefully, is go to the site (Wacom is it?) and download and install the latest. But read what the updated drivers are for and compare the versions so you get the right one.
And it could mean you should call Wacom's support line because you may find that's where the pinch was. Microsoft only gives a toot about their own operating systems generally, and the companies that have their software tied to it just have to keep up or die on the vine.
Try calling Wacom.

yep stretched on Wacom but ok on laptop
