Currently you need to use a bit of a work-around to composite images.
Load a tracing image. Using the tracing controls (with manual scale) position the tracing image where you want the imported image. Then choose 'Convert tracing image to paint'.
Repeat that for as many images as you want to composite.

After you load a tracing image, click the button at the bottom of the preview pane that says 'Edit Tracing Image...'
The Tracing Image settings dialog will pop up. Click on the 'Scale...' button.
Choose 'Manual Scale' from the menu.
Now you can use the scale and pan buttons to position the tracing image to the correct position.
    Click the 'Done' button.

Repeat as many times as you like to build up your composite image.
Note that you can import transparent PSDs and PNGs if you want non-rectangular overlayed areas. And use layers with blending modes for more interesting compositing effects.

Note these options are only available with the Full version of ArtRage - not with the Free version.
