Ok Blondie , so there are a lot of fast options. Generally the center of rotation is always the pin that sticks in it.

    1. Click and drag one the green buttons at the left or right end of the ruler

    2. Hold 'ctrl + left mouse button' to rotate ( use 'alt' to scale and 'space' for translation) Mouse has to hover somewhere above the ruler when you want to start the rotation.

    3. Hold 'ctrl+shift+left mouse button' to rotate as in the second case just with fixed angles.

Oh one more thing. I find it extremely helpful to place the pin directly on that edge of the ruler, that you want to use for drawing the straight line, for example if you want to paint guidelines for vanishing points, it's much easier to do so if the pin is placed on the edge.

When in AR 3, simply hold down the Ctrl (Cmd) key and draw your line. When you let up on the Ctrl key, you'll have a straight line. If you put your straight lines on different layers, you can use the Transform tool, to place your straight line wherever you want.
