is there a way to create a layer from a selection singled out with the selection tool?

Yes. Make your selection, then press Control/Command-C to copy (or go to the Edit menu and choose Copy). Then press Control/Command-V to paste. You will get a dialog box offering to transform the selection. If you just want to leave your selection as is, click the checkmark button at the bottom of the Transform dialog box. Your selection will now be on a new layer. Hope this helps!
