Hello Philzh and welcome to the ArtRage forums :)
For controlled blending and blurring of specific areas of line work or paint in AR, the Pallet Knife is the tool to use.
AR user Someonesane made a Pencil Pack which includes 3 quite nice Pallet Knife pencil blenders.
You can find his Pencil Pack in his post here: https://forums.artrage.com/showthread.php?52661-Pencil-pack&p=516295#post516295
If memory serves me correctly the; ‘Pencil Pack Updated 15july2013’ includes the contents of the earlier versions.

With a soft eraser, you could gently lift or lighten the pencil lines or shading in the areas you want to blur. This can create a softening effect and reduce the sharpness of the lines. You can also use a clean piece of paper or a blending brush to lightly rub over the pencil marks, creating a subtle blurring effect.
