Can't Move Partial Sample Screen

I have two monitors. Using Artrage Vitae and Windows 10. Is there a setting to adjust? I opened the Sample tools and now I can't move it. It is partially showing on my other monitor. I've closed Artrage and reopened it and the Sample screen is in the same place and is unusable like this. I've attached a screen snip.

What happens if you go to ARV’s; Preferences > Panels and click ‘Reset Panel Positions’. Dose that get it unstuck?
