AR6 Re-ordering Layers & Groups Bug

A minor bug this, but I just found that if you have a Group at the top of the Layers stack, you can’t drag a single Layer on it's own above it.
It just gets sent down to the bottom of the Layers stack.

This is something I do regularly ... and I've just tried it and on my Windows 10 PC and it works.
