Cannot install ArtRage 5 on computer that is offline

Successfully installed ArtRage 5 on my Win 7 laptop.

Cannot install on desktop that is always offline.
Win 7 machine with Sp1 & Sp2 updates installed.

Get error message that I will try to attach below.
Sent request to support but have no reply yet.
