I'm trying to create a poster that looks like it's been done on a chalkboard. I'm using the blackboard background and white chalk tool to draw. But how do I get the background to look dusty, as if its been wiped? When I use the chalk tool then use soft erase, it still doesn't look right at all.

I'd suggest using multiple layers (so you can change the opacity of the images/marks as needed) and using the Palette Knife set to use the default "Wet" settings at a large size. The steps I'd use would be to first draw or write what I'd like on the board, followed by using the Palette knife to smudge the marks. I'd then play with the opacity of that layer, until it looked right. Repeat, until complete. The results would be something like this:
