Yeah I know it's a Photoshop tutorial but I'm sure the technique can be used in any digital painting app including our beloved ArtRage...

I gave this a shot and here's what I came up with.

First, I sketched out my subject - in this case a lion - and put in the base colour. I used the oil brush, normal round preset, insta-dry off. I started the brush size at 50% to get the large areas, then dropped it down to about 20% to get the edges.

Then I used the palette knife on soft at 90% pressure, 53% smudge, at 4% size to create the fuzzy edges in the direction of the fur flow.

I couldn't figure out how to do dodge and burn on the same layer, so I choose a lighter colour from the base. Using oil brush at 4% size, 20% pressure, I painted in individual strands of highlights in the mane. And the same for the lowlights, choosing a darker colour.

Using oil brush on 50% size, 20% pressure, insta-dry off, I painted in the highlight and shadow areas to give the mane a feeling of depth.

Finally, I smoothed it all out using the palette knife at 27% size on blur, 60% pressure, 53% softness.

Airbrush and Ink Pen tool do allow you to select the Blending mode, so you could probably dodge and burn using those tools.
